About

Michelle Madsen joined Davison Van Cleve in 2025 after a year as an attorney with the Office of Consumer Advocate (OCA) of Wyoming representing all ratepayers and citizens in the State of Wyoming before the Wyoming Public Service Commission (WPSC).  During her time with the OCA, Michelle worked on a variety of regulatory cases, including general rate cases, deferral accounts, power costs, utility acquisition, and energy markets.  In addition to cases, Michelle also helped to draft legislation regarding telecommunications and wildfire liability.

Michelle graduated from the University of Oregon School of Law in 2023 with concentrations in Natural Resource and Environmental Law and Ocean and Coastal Law.  While in law school, Michelle planned the Public Interest Environmental Law Conference and participated in the Environmental Law Clinic.  Prior to attending law school, Michelle received a Bachelors of Science in Zoology from the University of Florida.  During her time there, she researched an ant-plant mutualism in Kenya.  After her summers doing ecology research, she realized that she wanted to advocate during environmental policy creation rather than research, leading her to law school.

When Michelle is not working, she likes to explore the Pacific Northwest with her dog and read a good book.

Admitted in Oregon and Wyoming.
